In 1999, Russia was on the brink of complete collapse with shattered social and moral order being enforced by criminal gangs. Despite public apathy in the West, political analysts were concerned about the potential impact of a Russian meltdown, predicting it would dwarf the Balkans disintegration. In the midst of chaos, a single charismatic leader, Igor Komarov, emerged with promises to restore Russia's greatness and bring prosperity to its people. Even Western political leaders were drawn to his vision. However, a controversial document, The Black Manifesto, threatened to derail Komarov's political ambitions. It alleged that his true agenda was to establish a new Third Reich with himself as the Fuhrer, using Mein Kampf as a blueprint. But could the document be verified? And what could the Trilateral Commission, the Western Alliance's most secretive organization, do to stop Komarov if it was authentic?
